More Supported Homes for Young Care Leavers in Derbyshire

Catrin Stewart, Senior Communications Officer

Young people leaving care in Derbyshire will soon have access to more safe, high-quality homes and support thanks to a new contract awarded to Framework and Adullam Homes by Derbyshire County Council.

For many care leavers, finding a stable home is one of the biggest challenges they face as they move towards adulthood. This new partnership will expand the current supported accommodation available across Derbyshire from 90 to 160 homes over the next two years. In return, more young people aged 16 to 25 will get the chance to build independence and confidence in a safe environment.

Steve Watson, Framework Director of Homelessness Services, said:
“Supporting care leavers into safe, stable accommodation isn’t just good practice – it’s the mark of a society that refuses to leave its most vulnerable behind. We’re proud to deliver this vital service for Derbyshire County Council, in partnership with Adullam. As the programme nearly doubles in size over the next 18 months, it will not only empower young people to step confidently into independence, but also deliver real value for money for the Council and for every taxpayer.”

Framework and Adullam have worked side by side for 15 years, combining their experience and shared values to support young people across the county. Both organisations are OFSTED-registered providers, committed to creating homes where young people feel secure, supported, and listened to.

The service will be open to young people coming from a variety of settings; from foster care and children’s homes to hospitals, secure units, or even family homes where extra support is needed.

Sam Redfern, Cabinet member for children and families at Derbyshire County Council, said:
“We’re committed to supporting young people who are leaving care to help them lead safe, interdependent lives. Being able to provide them with high-quality, stable accommodation close to communities that they know will help them as they take their first steps into adulthood and on to the rest of their lives.”

A big part of the approach is about co-production — making sure young people are actively involved in shaping the support they receive. Through regular resident meetings, fun days, workshops and consultation groups, young people have real input into how their homes and services run.

Dave Moore, Adullam Assistant Director of Quality & Assurance, said:
“Adullam Homes is delighted to be working with Framework to deliver this important contract. We have many years of experience in providing quality housing and support for children and young people. Our services are built on strong, trusted partnerships with local authorities and local specialist agencies, helping children and young people build bright futures by encouraging them, providing safe environments, and by hearing their voice every step of the way.”

The new contract began on 1 October 2025 and runs until 30 September 2030, with the option to extend until 2034.

Together, Framework and Adullam are proud to keep building opportunities for young people in Derbyshire, helping them move forward with stability, confidence, and hope for the future.
